As I understand it, it seems to push the jackpot up to at least 1,000 points if it's below it. It doesn't seem to just += 1000 every week. Perhaps it needs some rethinking. I don't think it's wise to push 1k points into the economy on a weekly basis, but it'd be nice to do /something/.
